Portfolio management method
The problem begins at the seam: two mandates share a dependency, but neither owns the decision. Priorities conflict, work is duplicated, and risk has nowhere to go.
Autonomy where judgment belongs. Governance where dependencies meet.
Four moves govern one continuing mandate.
Name dependencies, competing priorities, ownership gaps, decision bottlenecks, and risks that cross a portfolio boundary.
Assign decision rights, forums, cadence, standards, escalation, and resource rules in proportion to the condition.
Sequence shared work, resolve resource conflicts, and keep each mandate’s obligations visible.
Review open decisions, close resolved issues, and revise the system when conditions change.

Protect local judgment. Record every decision that crosses a portfolio boundary.
Local judgment stays with the company or initiative closest to the work until a shared dependency, resource conflict, or portfolio-level risk creates a coordination point.
Before adding governance, record the dependency, the decision it creates, the affected workstreams, and the consequence of delay.
At every coordination point, name who decides, who contributes, who executes, and where unresolved conflict escalates.
Match the review rhythm to the dependency’s volatility and consequence. Close the coordination point once ownership and review responsibility are explicit.
Use the least governance that makes the seam legible.
